ISCB offers diversified exposure to over 1,500 U.S. small-cap securities. Its 0.04% expense ratio is among the best in its category, though the ETF manages just $232 million in assets. Shareholders have undoubtedly been disappointed with the performance. Over the last 15 years, ISCB has substantially lagged behind over low-cost peers like IJR and SCHA. It's possible its Index includes too many securities. Factor-based ETFs like FESM and XSHQ feature much better combinations of growth, value, and quality.
